Colorado Secretary of State Jenna Griswold, a Democrat, is running for re-election this year against Republican Pam Anderson, a former Jefferson County clerk and recorder.
The winner will oversee Colorado’s elections for the next four years, enforce the state’s campaign finance laws, and oversee business registration, notary public and charity regulations.
The two candidates clashed Wednesday in a debate hosted by the Colorado Sun, the University of Denver Center for American Politics and CBS4.

Griswold and Anderson both agreed that the secretary of state in Colorado should be elected rather than appointed, thus filling the position in some other states.

Anderson said putting the secretary of state in an appointed position does not eliminate the politics of the position. “It really shows that we are accountable to our constituents if elected.”
Still, Colorado should consider making the secretary of state a nonpartisan position like city council and school board seats, Anderson said.
Anderson said she would try to keep the office “above political fray” and would never endorse a candidate or advocate for issues outside the role of secretary of state because of how those actions could be perceived by the public.
“Although I’m a politically conscientious person, I’m a pro-choice woman, but that’s not a central position for the secretary of state’s office,” Anderson said. “Even if the perception is that you put your thumb on the scale … it casts doubt on the process.”

Griswold disagrees, saying she uses her position to advocate for access to abortion and the right to marry for same-sex couples.
Anderson is not among the Colorado Republicans who have gone along with former President Donald Trump’s false claims that the 2020 election was stolen, but during the Sun debate he criticized Griswold for calling out election deniers, including Mesa County Clerk Tina Peters. “I will not fuel my political campaign with partisan, polarizing, divisive rhetoric,” Anderson said.

Meanwhile, Griswold attacked Anderson for attending campaign events with Republican candidates who have questioned the outcome of the 2020 presidential election. He specifically pointed to 7th Congressional District candidate Eric Adland, who said he was “rigged” in the election, and Danny Moore, the GOP candidate for lieutenant governor who resigned in 2021 after social media posts were published. The title of chairman of the Colorado Congressional Independent Commission was dropped. in which he questioned the result of the 2020 election.
“I think it’s inappropriate to campaign with election deniers spreading the big lie,” Griswold said.
While Anderson did not directly respond to the challenge, he noted that he objects to Adland’s statement and other Republican election deniers. “I will continue to push candidates, even in my own party, on the big lie,” he said.
Anderson also repeatedly criticized Griswold during the Sun debate for spending more than $1 million in federal election aid on television ads warning voters of misinformation. The ad featured Griswold and former Secretary of State Wayne Williams, a Republican who lost in 2018 and has endorsed Anderson this year.

In August 2021, Griswold announced he was investigating Peters after images of Mesa County voting machine passwords were posted on a conservative website. A grand jury indicted Peters in March on 10 counts, including charges of attempting to impersonate a public servant and criminal impersonation. Peters is scheduled to go on trial in early March.
Anderson defeated Peters, who was also running for Secretary of State this year, by 14 percentage points in the Republican primary in June.
Anderson said that while he agreed with Peters’ investigation — Anderson told Griswold, “I supported you on this” — he said that Griswold crossed the line when he collected money from the Mesa County clerk based on an active investigation. did

Griswold touted his work and his support for a law passed by the Colorado Legislature after Peters’ investigation to criminalize unauthorized access to voting equipment.
“I was the first secretary of state in the country to really have to deal with a domestic threat,” Griswold said. “I acted quickly and decisively.”
Asked about how to improve Colorado’s election security, Griswold said that while there is room for innovation, Colorado’s elections are already safe and secure, citing his work on automated voter registration.
Anderson said it would improve auditing of voter rolls and signature verification. He has also recommended improving “ballot collection” regulations, citing the ability of Coloradans to return up to 10 ballots for themselves and other voters.

Griswold said there is no evidence of vote fraud in Colorado. He accused Anderson of pandering to the far right by expressing concern about the practice.
Anderson said he supports a law that would allow Coloradans to cast up to 10 votes, and “I also support enforcement if there is a complaint.”
“Let’s make sure we can enforce the law and provide all the access and security we can,” Anderson said.

For the second election in a row, Griswold’s office mistakenly sent out postcards this year asking noncitizens to register to vote even though they’re not eligible.
“There was a data error,” Griswold said. “Anyone with a non-citizen ID will be blocked from registering. “No one has tried to register from that list who are not eligible.”

Griswold noted during the Sun debate that Anderson made a similar mistake when he was Jefferson County clerk, sending postcards to 22,000 voters saying they failed to vote when they actually did.

“I think repeating the same mistake points to a management problem, points to a lack of leadership,” Anderson said.
Anderson noted that turnover in the secretary of state’s office is high and likely leads to mistakes.
“I’m very proud of my office’s response to this,” he said. “If we really want to get into the details of the blame game, that’s not something I’m willing to do. You didn’t see me blaming anybody on my staff. You saw me take responsibility and that’s what I do as secretary of state. I will do.”
Griswold and Anderson were asked what they would do if Trump ran for re-election in 2024 and asked them to change the results of presidential races, as he did in 2020 in Georgia. Both candidates said they would stand up to Trump.
