In the 1980s, Florida homeschooling laws were introduced to protect homeschooling families and give officials a way to verify that homeschooled students are not just leaving school, but learning. They seem long and complicated, most of them protecting homeschoolers and preventing districts from overstepping their boundaries.

Provides various definitions, including a parent definition for educational purposes. For things like sending a letter of intent and other homeschooling documents, a parent can mean a parent, guardian, anyone acting in a parental relationship, or someone who has authority over the student in place of a parent.
The FL Department of Education establishes an office to work with homeschooled (and private school) students, while it is clear that homeschooled students and private school students are not part of any Florida school district.

Homeschool Laws By State
(Craig Dickinson Act Regarding Participation of Homeschooled Students in Extracurricular Activities, Including Sports, in Florida Public or Private Schools)
Students who complete a homeschooling program must be considered high school graduates if a parent or guardian signs a form called a graduation certificate before a notary public.
(1) As used in this section, the term “home education program” has the same meaning as in s. 1002.01. The home education program is not a school district program and is solely for the purpose of complying with state attendance requirements under s. will be registered with the district school manager. 1003.21(1). Parents are not required to have a regular Florida education certificate.
(a) A parent, as defined in s. 1000.21 who establishes and maintains a home education program must notify the school district superintendent of the city in which the parent resides of the intent to establish and maintain a home education program. The notice must be in writing, signed by the parent, and include the full legal names, addresses, and dates of birth of all children to be enrolled as students in the home education program. Notification must be submitted to the district school superintendent’s office within 30 days of establishing the homeschooling program.

(b) The head of the district school must accept the notification and register the home education program immediately after receiving the notification. The district may not require any additional information or approval from the parent unless the student is participating in a school district program or service. A school district superintendent may not assign a home school student a grade level or enter the student’s social security number or any other personal information in any school district or state database unless the student elects to participate in a school district program or service.
(c) The parent shall, within 30 days after the completion of the home education program, provide the district school principal with notice of termination along with the annual evaluation required by subsection (f).
(d) The parent shall maintain a portfolio of records and materials. The portfolio should consist of: 1. A log of learning activities, compiled concurrently with the instruction, showing by title any reading materials used. 2. Samples of any writing, worksheets, workbooks, or creative materials used or produced by the student.
(e) The parent shall identify the contents of the portfolio, retain it for 2 years, and make it available for inspection by the district school principal or an agent of the district school principal upon 15 days’ written notice. Nothing in this section requires a school district principal to inspect a portfolio.

(f) The parent shall provide an annual educational assessment that documents the student’s academic progress at a level appropriate to his or her ability. Parents must choose the evaluation method and annually submit a copy of the evaluation to the district school inspector’s office in the city where the student lives. The annual education assessment consists of one of the following:
1. A teacher selected by the parent evaluates the student’s academic progress after reviewing the portfolio and discussing it with the student. Such teacher must hold a regular Florida credential to teach elementary or secondary education; 2. The student must take any nationally established student achievement test administered by a certified teacher; 3. The student must take a state student assessment test used by the school district and administered by a certified teacher at a site and under testing conditions approved by the school district; 4. The student must be certified by an individual holding a valid and active license in accordance with the provisions of s. 490.003(7) or (8); or 5. The student shall be assessed with any other appropriate measurement instrument as agreed upon by the school district superintendent of the district in which the student resides and the student’s parents.
(2) The superintendent of the district school shall accept the results of the annual educational evaluation of the student in the home education program. If the student does not demonstrate academic progress at the appropriate level of ability, the head of the district school will notify the parents in writing that this progress has not been achieved. The parent has 1 year from the date of receipt of the written notification to issue a remedial instruction to the student. At the end of the 1-year probationary period, the student shall be reevaluated in accordance with paragraph (1)(f). Continuation in the home education program is contingent upon the student demonstrating academic progress at the end of the probationary period according to his or her ability.
(4) Home-schooled students may, in accordance with the provisions of s. 1006.15.

(5) Home-schooled students may participate in the Bright Futures Scholarship Program under the provisions of ss. 1009.53-1009.538.
(7) Home education students in accordance with the provisions of s. 1007.263.
(8) Home-schooled students are eligible for admission to public universities in accordance with the policies and guidelines of the Board of Governors.
(9) Testing and evaluation services at diagnostic and resource centers shall be available to home school students, including, but not limited to, students with disabilities in accordance with the provisions of s. 1006.03.

(10) A school district may provide exceptional services related to the education of a student who has a disability who is eligible for the services and only for that purpose in a public school, as defined in the regulations of the State Board of Education, to a home education student. registered. receiving these related services. The school district providing the service shall report each student as a full-time equivalent student in the classroom and in accordance with the procedures prescribed by the Department of Education and receive funding through the Florida Education Finance Program pursuant to s. 1011.62.
(11) A school district may grant access to vocational and technical courses and programs to a homeschool student who is enrolled only in vocational and technical courses or programs in a public school. A school district offering vocational and technical courses and programs shall report each student as a full-time equivalent student in the classroom and in the manner prescribed by the department and receive funding through the Florida Education Finance Program pursuant to s. 1011.62.
(12) Area certifications, national assessments, and statewide standardized assessments provided by the school district shall be available to students in the home education program. Each school district must notify home school students of available certifications and assessments; date, time and place of administration of each certification and assessment; and the deadline for notifying the school district of the student’s intent to participate and the student’s preferred location.
(13) A school district may not further regulate, monitor, or require documentation from parents of students in a home education program beyond the requirements of this section, unless the regulation, monitoring, or documentation is necessary for participation in the school district’s program.
