You must describe the types of personal or sensitive user data to be collected and how it will be used, and obtain user consent to such collection and use. You must make the disclosure explicit so that the user can see it before consenting. However, the disclosure need not be located solely in a privacy policy, terms of service, or similar document.
To obtain consent, the Product must require the user to consent to the explicit disclosure in a way that requires the user to take a specific action by expressly consenting to the disclosure before collecting or using the user’s personal or sensitive data.
Express disclosure and consent must occur in the Product’s user interface. Disclosures on the Chrome Web Store description or embedded installation page do not meet this requirement.

No. The Limited Use of User Data section states that the extension may only collect and transmit web browsing activity to the extent required for a user-facing function that is clearly described on the Chrome Web Store page and user interface. Ad targeting or other monetization of this data is not for user-facing functionality. And, even if the user-facing functionality requires the collection of this data, its use for ad targeting or any other data monetization will not be permitted, as the Product is only permitted to use the data for the user-facing functionality.
# 13. What are some examples of “user-facing features” for the purpose of restricting the collection and use of web browsing activity in the Restricted Use section?

“User Facing Feature” means functionality provided by an Extension through a user interface element (including interactive buttons, text, shapes and images). Compliance with the policy requires that the extension has some type of user interface element and that the element provides some functionality that needs web browsing data.
# 14: My extension or application processes personal or sensitive user data, but only stores the information locally (or uses only the Chrome Storage Sync API). Do I still need to post a privacy policy?
Yes! This policy requires that all products that process sensitive user information post a privacy policy. Users can easily decide which apps and extensions store information locally or transmit back to their servers. Your privacy policy, however, can be long or complicated. It should simply describe how the Product collects, uses and shares user data.
# 15: How does the User Data Policy apply to client applications such as FTP or IRC clients?

When the Product is a client for an Internet protocol with user-specified servers, such as an FTP or IRC client, the Limited Use Section does not apply to the Product’s data collection or data transmission with the user-specified server.
For example, if an FTP client connects only to user-specified servers and does not send any data to the specified servers, then the policy does not require posting a privacy policy or secure data transfer (which would be impossible for FTP because it is an unencrypted protocol).
The User Data Policy still applies to user data processed for other purposes. For example, if the Product requires users to enter an email address for registration, then the Product must comply with the Restricted Use section of the policy.
# 16: Should data transferred between a Chrome app or extension and native programs on the same computer be encrypted?

No. The requirement to securely process user data (under Accessibility Requirements) does not apply to transfers between a Chrome extension or application and a native program on the same computer.
The Chrome Web Store provides a platform for users to access a wide variety of useful applications, and we want extension users to feel confident that their data is safe. We want to support the use of extension permissions that directly benefit the user. In the past, we’ve tried to ensure end-user safety and security by recommending that extensions use only the minimum set of necessary permissions, but to promote safe data usage practices, we’re now making that recommendation a requirement for all extensions.
Extensions should only require the smallest set of permissions necessary to provide their existing services or features. s may use optional minimum scope permissions to further enhance extensibility, but shall not require users to agree to additional permissions. When an update requires additional permissions, end users will be prompted to accept them or disable the extension. This prompt notifies users that something has changed and gives them control over whether or not to accept this new usage.
Extensions should only require access to the smallest set of permissions necessary to implement existing services or features in your product. If there is more than one permit that can be used to perform a function, you must select the permit that provides the least amount of data.
